From 1 September 2019, all outbound travellers are required to pay a departure levy for any ticket purchased, following an order from the Malaysian Government. This levy is collected by the Royal Malaysian Customs Department, on behalf of the Federal Government.
The departure levy will vary depending on the country you’re traveling to, as well as the aircraft cabin (economy, or other classes) you’re flying in, as follows:
ASEAN countries
For those flying from Malaysia to ASEAN countries as an economy class passenger, a RM8 levy has to be paid and for those who are not flying economy, it will be a levy of RM50. ASEAN countries are Brunei, Cambodia, Indonesia, Laos, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

Non-ASEAN countries
For those flying from Malaysia to non-ASEAN countries as an economy class passenger, a RM20 levy has to be paid and for those that are not flying economy, it will be a levy of RM150.
Exempted from the departure levy:
- Infants and toddlers below 24 months
- Passengers on transit flights (less than 12 hours)
- Crew on duty (aircraft, vessels, or any such vehicles)
- Drivers/Riders/Pillion riders/Passengers of personal-use vehicles (including aircraft, vessels).
